[CARGO-CONFIG-PERSISTENCE] build.rs writes the global ~/.cargo/config.toml (or .cargo/config.toml): documented Rust supply-chain persistence TTP — a malicious build script installs a credential helper or replaces the registry to hijack future fetches. Benign build.rs never rewrites the cargo config.
